Why is Obama nominating someone to the Supreme Court who thinks there should be limits on free speech?

In a 1996 article in the University of Chicago Law Review Kagan said that the "Government motives" for restricting free speech were more important when looking at cases which violate the First Amendment and that should be the focus of the Supreme Court. So, in effect she advocate suppression of free speech. Why would Obama nominate someone to the Supreme Court who believes in violating our right to free speech and is this laying the ground work for changing the First Amendment?
